How Much Does RPO Cost in Pakistan?

RPO cost in Pakistan is quoted three different ways by three different firms, which makes comparing them harder than it should be. None of the models is wrong, but each suits a different hiring pattern, and the cheapest-looking number is often the most expensive once your volume is factored in. Here is how the pricing actually works, and how to judge it.
The three pricing models
Per hire
A fixed fee for each role filled, sometimes tiered by seniority. You pay nothing for roles that stay open, which sounds attractive until you notice the incentive it creates: the provider is paid to close, not to find the right person, and hard roles get less attention than easy ones. It suits businesses with occasional, predictable hires and no appetite for a monthly commitment.
Per hour or per sourcer
You buy a set amount of recruiter time each month - a dedicated sourcer, or a block of hours across a team. This is the model most virtual RPO arrangements use. Cost is predictable, the provider has no reason to rush a placement, and capacity can be scaled up or down monthly. It suits ongoing or spiky hiring where you want a team that learns your business.
Monthly retainer by role count
A flat monthly fee covering an agreed number of open requisitions at any one time. This is the closest thing to an outsourced recruitment department, and the model most large clients settle on once volume is steady.
What actually drives the price
- Seniority and scarcity. Sourcing a junior customer-service hire and a senior data engineer are not the same job. Scarce skills need more search, more outreach and more screening time.
- Volume. Per-hire pricing gets expensive fast at volume; per-hour pricing gets cheap. Above a handful of hires a month the retainer models almost always win.
- How much of the funnel you outsource. Sourcing only is cheap. Sourcing plus screening, scheduling, candidate communication and reporting costs more and saves your team far more time.
- Market. Hiring for Pakistani roles is priced differently from hiring for UK or US roles through an offshore team, where the value is the time-zone coverage and the labour-cost difference.
- Tooling. LinkedIn Recruiter seats, job board credits and an applicant tracking system are real costs. Check whether they are included or billed on top.
What a cheap package usually leaves out
A very low monthly figure typically buys a job-board posting and a CV forwarding service: roles get advertised, applications get passed on unfiltered, and your hiring manager does the screening the fee was supposed to remove. The tell is whether anyone on the provider's side actually approaches candidates who are not already applying. If the answer is no, you are paying for an inbox.
The comparison that matters
The wrong comparison is RPO fee against agency percentage. The right one is against the fully loaded cost of an in-house recruiter - salary, employer contributions, tooling, management time and the months of ramp - plus the cost of roles sitting open while that person is hired. Questions to ask before signing
- Which model is this, and what happens to the price if my volume doubles or halves?
- What is included: sourcing only, or screening, scheduling and candidate communication too?
- Whose applicant tracking system does the candidate data live in, and who owns it if we part ways?
- Will you run a calibration round on one or two live roles before I commit to volume?
- What does the monthly report actually show - pipeline, conversion by stage and time-to-hire, or just activity?
